Should a Small Business Advertise on ChatGPT? Only as a Test You Can Afford to Lose

OpenAI says ChatGPT Ads reached a $1 billion annualized run rate, but no independent source we found publishes a cost per lead. Here is what is documented and how to test small.

ChatGPT now sells ads, and the first numbers OpenAI has published are large. Whether a small business should buy them is a separate question. The honest answer today is a small, capped test, and only after the basics of your paid advertising already work. This post separates what OpenAI documents, what one outside study found, and what we could not find published.

What ChatGPT Ads are and how a business buys them

ChatGPT Ads are paid placements inside ChatGPT conversations, bought through OpenAI's own Ads Manager. In its 31 August 2026 announcement, OpenAI says ads are always clearly labeled and separate from ChatGPT's answers, and that advertising does not influence the answers ChatGPT provides. It also says the ads system uses the context of the current conversation to pick a relevant ad.

To buy, you sign up at ads.openai.com. The sign-up page describes three steps: create a campaign with a budget and a goal, add your ad details by bulk upload or inside the tool, then launch and measure. Larger advertisers can request sales support, and OpenAI says ads are also sold through its Ads Solutions team and its agency and technology partners.

OpenAI says the platform now offers a Pixel and a Conversions API for measurement, product feeds, platform and geographic targeting, and custom audiences. It also says bidding on cost per click or on outcomes now accounts for the majority of campaigns.

What OpenAI says about revenue and small businesses

OpenAI says ChatGPT Ads reached $1 billion in annualized revenue run rate in less than 200 days after launch. That is OpenAI's own claim, dated 31 August 2026, and it is a revenue figure for OpenAI. It shows advertisers are spending money, not that they are earning it back.

On small businesses, OpenAI says Ads Manager, introduced in May, opened the platform to small and medium-sized businesses, which now represent a "material share" of the business. It gave no figure for that share.

OpenAI also cited two examples: an ecommerce advertiser that reached a 3x return on ad spend over 28 days, and a technology partner reporting that more than 80% of ad-driven ChatGPT traffic is from new customers. These are single examples chosen by the seller, published without a method. Read them as marketing, not as benchmarks.

What we could not find yet

No independent source we could open publishes a cost per lead or a conversion rate for ChatGPT Ads, so a small business cannot yet say what a lead should cost on this platform. The closest outside look is a report from Graphite and Similarweb dated 28 September 2026. It combines Similarweb's panel data with Graphite's analysis of more than 95,000 US ads from over 500 advertisers and 8,000 landing pages.

That report says click-through rates have doubled since launch. Its advice is still to budget ChatGPT as a test, because the advertiser base has not settled. Graphite is a growth agency that sells organic and paid search work, so treat its playbook as informed opinion from a firm with a commercial interest, not neutral research. It also notes that Similarweb discloses percentages and shares only, not volumes.

  • A doubled click rate tells you the number rose, not that it is high.
  • Cost per click, cost per lead and close rates for small advertisers are not published in the sources we read.
  • Graphite notes that few advertisers hold a steady top spot, so results today may not hold next quarter.
  • Graphite says its top 10 advertisers all sell something buyable in one sitting, and advises testing long sales cycles with caution.

Who should test it, and who should wait

Test it if your Google and Meta campaigns already track leads, your offer can be bought or booked quickly, and you can afford to lose the test budget. Wait if you cannot yet say what a lead costs you today. Graphite's research finds that Google Search still carries far more ad volume than ChatGPT, and it recommends treating ChatGPT as an addition to your budget, not a swap.

If your search campaigns are not producing leads at a cost you know, fix that first. A well-run Google Ads management program gives you the cost per lead that every other channel gets measured against.

How to set a test budget without guessing

Set the test budget at an amount you can lose without touching any other channel, and set the stopping rule before you launch. With no benchmark to lean on, your own numbers are the benchmark. Here is a simple way to run it.

  1. Take your current cost per lead from Google or Meta. That is your ceiling.
  2. Choose a fixed budget and a fixed number of weeks, and write both down.
  3. Send traffic to one existing page that matches the offer. Graphite found most advertisers use five or fewer landing pages and that product, pricing and feature pages are the most common.
  4. Install the Pixel or Conversions API so a form submission or booking counts as a conversion.
  5. At the end of the window, compare cost per lead to your ceiling. Keep it, change the creative, or stop.

Plan to re-test, because Graphite expects turnover and tells advertisers not to set and forget. Graphite also advises writing new copy for this channel rather than reusing ads from elsewhere, and our post on ad fatigue covers why stale ads lose attention.

Why being named in the organic answer still matters

An ad is a rented slot, and being named inside the answer is something OpenAI says ads cannot buy. Its own statement is that advertising does not influence the answers ChatGPT provides. The label keeps the two apart, and the ad stops when your budget stops.

Being named in the answer depends on whether the engines can retrieve and trust your business. What to do this week

  1. Check that your Google and Meta lead tracking works, and write down your current cost per lead.
  2. Decide the most you would pay for a lead from a new channel, and the most you can lose on a test.
  3. Read OpenAI's Ads Manager help pages at ads.openai.com before you spend anything.
  4. Ask ChatGPT the five questions a customer would ask before hiring you, and note whether your business is named.
  5. Pick one existing page that matches your offer. Do not build a new site for a test.
