Meta Ads Management Is a List of Jobs. Know the List Before You Sign.

What Meta ads management includes, how a management fee can be structured, and the seven questions to ask before you hand over an ad account.

Meta ads management is the ongoing work of running paid campaigns on Facebook and Instagram so that your ad spend buys measurable leads or sales. It covers campaign planning, tracking setup, creative testing, audiences, budget control and reporting. If you are comparing Meta ads management services, the useful question is not who promises the lowest cost per lead. It is what is on the list of work, how the fee is built, and who owns the account if you leave. This guide covers all three.

What Meta ads management includes

Management is a set of jobs: planning the campaign structure, setting up measurement, producing and testing creative, building audiences, controlling budgets and reporting. Setup happens once and is checked; the rest repeats every week or month. The agency fee pays for that work. The ad spend is paid to Meta separately. That is how GrossiWeb's Meta Ads management is set up, and it is worth asking any agency whether your spend is billed to your own ad account or through one they own.

Each job below has a way to check that it is being done. If a proposal cannot tell you what each one looks like in practice, it is selling a retainer, not a service.

Account, pixel and Conversions API setup

Setup decides whether any later result can be trusted. The Meta Pixel records actions in the browser, such as a form submission, and the Conversions API sends events from your server. Meta says server data is less affected by browser errors and ad blockers, and that using the two together gives a more reliable connection than the Pixel alone.

Meta's own Help Center describes the Conversions API as a direct and more reliable connection between your marketing data and Meta. Its page on deduplication adds that the Pixel relies on browser data that can be blocked or lost, and that without deduplication you may see artificially high conversion numbers. In practice, ask whether both are installed, whether the same event is counted once, and who checks it. GrossiWeb checks Pixel and Conversions API events against GA4 under analytics and reporting.

Creative testing

Testing means running planned variants of images, video and copy against each other and retiring what stops working. GrossiWeb's service copy says that on Meta the creative is the targeting: the platform decides who sees an ad largely from how people respond to it.

That makes a steady supply of new creative part of the job, not an extra. Meta describes creative fatigue as an audience seeing the same creative too many times, which can make people less likely to engage and raise your cost per result. Meta's learning phase guidance adds a limit on how fast you can test: an ad set usually exits the learning phase after about 50 results in the week after its last significant edit, and a significant edit during that phase resets learning. Meta also says testing new creative is essential for improving performance over time. A good manager tests on a schedule and changes less in between.

Budget control

Budget control means setting a budget large enough to produce results and then not changing it constantly. Meta's guidance on the learning phase says a very small or inflated budget gives the delivery system an inaccurate signal, and that frequent budget changes can send an ad set back into the learning phase.

The same page recommends avoiding high ad volumes and combining similar ad sets, because when there are many ads and ad sets, the delivery system learns less about each one. So weekly budget management should look like deliberate moves, not daily tinkering. GrossiWeb sets a $1,500 minimum monthly ad budget because, with less than about $1,500 a month in ad spend, the fee outweighs what better management can save.

Reporting

Reporting should state results in the unit your business uses: cost per lead, or return on ad spend if you sell online. It should come monthly at a minimum, in plain figures, and it should be checkable against your own records of leads and customers.

Platform numbers and your own numbers can differ; Meta's deduplication page itself warns that double-counted events can show artificially high conversion numbers. A report that never reconciles with your inbox or CRM is a warning sign. Every GrossiWeb tier includes a monthly report in cost per lead.

How a management fee can be structured

A management fee can be built in three ways: a flat monthly fee, a percentage of ad spend, or tiers that set a flat fee for each spend bracket. Each shifts the incentive differently. A percentage of spend rises when spend rises, whether or not results improve. A flat fee is predictable, but you must check what it includes. Tiers give predictability while scaling with the size of the account.

Whichever structure you pick, look for the costs that sit outside it: a setup fee, creative production, video shoots, and the term. GrossiWeb uses tiers. It charges $750 a month for accounts spending up to $5,000, $1,500 up to $15,000 and $2,500 up to $30,000, plus a $500 setup fee waived on a six-month term. Above $30,000 a month in ad spend, the fee is quoted. Video shoots and professional production are quoted separately.

Questions to ask before you sign

Ask these seven questions and write down the answers. A good agency will answer them directly, and the answers are the easiest way to compare two proposals.

  1. Whose name is on the ad account, the pixel and the audiences, and can I remove your access at any time?
  2. Is the Conversions API set up alongside the Pixel, and how are duplicate events handled?
  3. What does the fee include, and what is billed on top, such as setup, creative production or video?
  4. If my ad spend rises, what happens to your fee?
  5. How often will creative be tested, who produces it, and what do you need from me?
  6. What will the monthly report show, and how will it be checked against my own lead records?
  7. What is the term, and how do I leave?

Location matters less than it may seem. The platform work is remote everywhere, and distance only affects creative: GrossiWeb's service copy says photos and short videos of the actual business perform better on Meta than stock imagery, so ask who shoots them.

What to do this week

You can improve your position before you talk to any agency. Do these four things first.

  1. Open Meta Events Manager and confirm which events your website sends, and whether they come from the Pixel, the Conversions API or both.
  2. In Ads Manager, add the Last significant edit column to see when each ad set last had a change that could reset learning.
  3. Write down your last three months of ad spend, leads and customers in one place, so you can judge any report against it.
  4. Send the seven questions above to every agency on your shortlist, including the one you already use.
